'Menschen desselben Gewerbes', schrieb der schottische ?konom Adam Smith 1776, 'kommen selten zusammen, ohne dass die Konversation in einer Verschw?rung gegen die ?ffentlichkeit oder mit einem faulen Trick, die Preise zu erh?hen, endet.' Dass hingegen die Umsetzung nicht so einfach zu bewerkstelligen ist, darf nicht verkannt werden. In der ?konomie herrscht die langl?ufige Meinung, Kartellvereinigungen sind dazu bestimmt, sich selbst aufzul?sen. Dem ungeachtet ist die Kartellvereinigung der OPEC seit mehr als 45 Jahren bestehend. Die enorme Wichtigkeit des Erd?ls f?r die weltwirtschaftliche Versorgung mit Energie macht die Organisation der petroleumexportierenden Staaten zu einer der bedeutendsten Vereinigungen weltweit. Preisschwankungen auf dem Weltmarkt f?r Erd?l erf?hrt der Gro?teil der Konsumenten binnen wenigen Tagen. Wieso allerdings eine so starke Volatilit?t des Erd?lpreises existiert, obwohl die OPEC sich offiziell um die Gl?ttung der Preisentwicklung bem?ht, erf?hrt er nicht. Diese Arbeit soll Aufschluss ?ber die Gefahren und Probleme der internen Kartellstabilit?t der OPEC geben. Dazu wird untersucht, warum das Kartell, entgegen der Vielzahl von ?konomischen Theorien und praktischen Beispielen, immer noch existiert und an seiner Bedeutung nicht verloren hat. Im ersten Kapitel der Arbeit wird der Begriff des Kartells abgegrenzt und auf den bedeutenden Sachverhalt der Heterogenit?t der OPEC-Mitglieder verwiesen. Die gro?e Variationsbreite der Eigenschaften der Kartellstaaten soll im zweiten Kapitel zusammen mit den Gefahren f?r die Kartellstabilit?t dargestellt werden. Hierbei wird unterteilt in innere und ?u?ere Umst?nde, welche die Disziplin der einzelnen Mitglieder beeinflusst. Danach soll im dritten Kapitel der Begriff und die Umsetzungsproblematik der Kartellstabilit?t mit der Hilfe von zwei theoretischen Ans?tzen erkl?rt werden. Der erste Ansatz von Prager aus dem Jahr 1993 versucht den Anreiz zum Hintergehen der Kartellvereinbarungen aus einer mikro?konomischen Sichtweise zu erkl?ren. Im zweiten Ansatz von 1997 modellieren Griffin und Xiong mit Hilfe der Spieltheorie eine empirische Analyse speziell ?ber die OPEC. Diese Erkenntnisse sind so umfassend, so dass sie hier nur kurz umrissen werden k?nnen.
