The book includes images from Lennart Johansson's private collection. A pesar de la importancia de las actividades que realizan, la regulaci?n de los agentes deportivos tanto en el ordenamiento judicial ordinario como en el ordenamiento deportivo, es absolutamente deficiente. En algunos pa?ses de la Uni?n Europea, se impone a los agentes una obligaci?n de resultado, mientras que en otros ordenamientos jur?dicos europeos ?stos s?lo deben responder ante su cliente de una obligaci?n de medios. Del mismo modo, tanto el ordenamiento jur?dico ordinario como el ordenamiento deportivo no requieren ning?n t?tulo escolar o acad?mico para ejercer la actividad de agente. Desde los a?os noventa, FIFA, la asociaci?n internacional de administraci?n del f?tbol, ha publicado diferentes reglamentos relativos al sector de los agentes. Sobre todo a lo largo de los a?os 2000, FIFA consigui? garantizar la calidad de los servicios prestados por los agentes de FIFA que, para poder obtener la licencia de agente, ten?an que aprobar un examen. Sin embargo, en 2015, con la publicaci?n del "Regulations on Working with Intermediaries", FIFA decidi? atribuir la competencia para la expedici?n de licencias de agente deportivo a las federaciones nacionales, anulando lo positivo que se hab?a realizado en las d?cadas anteriores. Desde 2015, el anterior t?tulo de "agente FIFA", que permit?a ejercer la actividad de agente en todo el mundo sin restricciones, ya no existe y actualmente solo es posible registrarse ante una federaci?n nacional. Por lo tanto, a d?a de hoy, si un agente franc?s quisiera realizar una operaci?n de mercado en Italia, tendr? que registrarse en el registro federativo italiano, ya que el contrato del jugador se registrar? en Italia. La consecuencia de la decisi?n adoptada en 2015 por FIFA fue una gran desigualdad entre las regulaciones nacionales de los agentes deportivos de todo el mundo. Actualmente, algunas federaciones exigen la aprobaci?n de pruebas escritas y orales para la obtenci?n de la licencia de agente, mientras que otras federaciones comunitarias y extracomunitarias s?lo exigen el desembolso de la correspondiente cuota de inscripci?n. Del mismo modo, algunas federaciones han actualizado y modificado varias veces sus reglamentos, mientras que otras federaciones nacionales se han limitado a promulgar un reglamento de aplicaci?n del "Regulations on Working with Intermediaries" sin actualizar nunca sus disposiciones. Desde el punto de vista jur?dico, el Reglamento adoptado en 2015 por FIFA no es m?s que un conjunto de recomendaciones sin car?cter jur?dicamente vinculante. En efecto, el porcentaje de las comisiones para los agentes establecidas en el citado reglamento se fijan en un 3% con respecto al precio de transferencia pagado por el club adquirente o con respecto al salario percibido por el futbolista, pero este l?mite no tiene car?cter vinculante ni imperativo, por lo tanto, los agentes no est?n obligados a respetarlo. Por su parte, los medios de comunicaci?n nacionales e internacionales alimentan la confusi?n que rodea el sector de los agentes, concediendo notoriedad a sujetos ajenos al ordenamiento deportivo, calific?ndolos como agentes o incluso como "agentes FIFA" a pesar de que este t?tulo ya no existe desde 2015. Incluso los controles de las federaciones nacionales y de la propia FIFA no son estrictos: incluso es a?n posible encontrar cursos de pago en Internet para convertirse en agente de FIFA, t?tulo que no existe.
